Akadeanna had been given land to create a new Region and decided to name it the Maquis Region in honor of the Maquis who her fraternal twin Brother and her mirror twin Sister Serve. She spoke to Starfleet, The Maquis, and many other races for ideas for the Region.
It was Starfleet who recommended that she created the Cities and Gyms after starship classes as they had many ships that were retired or going to be retired and needed somewhere to place them. She thought it was a good idea and so each city except for where the Labs would be were named after Starship classes, except for the one before what would become her gym, the Enterprise-E for their last mission before the ship would be retired captured a Borg Cube and so the 19th City become known as Borg Cube City and the Gym a repaired Borg cube, however their Gym Leader's Mansion was created by converting the Cube's escape Sphere into a home.
